WITH reference to your telegram No.174 of the 13th instant, I have the honour to transmit to you herewith copy of a notification in regard to the recruitment of natives of India for police work in China, which I have requested His Majesty's Consuls-General at Shanghai and Tien-tsin to issue for general information, communicating copies to the press and Municipal Councils, and posting up one in their respective offices.

I have informed the Government of India of the action I have taken in the matter.

THE Undersigned, His Britannic Majesty's Consul-General, is instructed by His Majesty's Minister at Peking, under instructions from His Majesty's Secretary of State for Foreign Affairs, to publish, for general information, the following notification relating to the recruitment of natives of India for local police work in China:

Recruitment for Police in China.

In accordance with an arrangement agreed upon by the Home, Colonial, and Indian Governments, it is hereby notified that, with effect from the 1st January, 1907, all Indian recruits required for the police in China will be selected by the Recruiting Staff of the Indian Army, through whose agency alone men will be entertained for such service. The local recruitment of natives of India by Colonial and Municipal Administrations, in their own Settlements, will cease entirely.

2. Applications for employment in the police of Hongkong, Shanghae, and Tien-tsin should be made to the Recruiting Staff Officer charged with the recruitment of the classes to which the applicants belong.

3. All men enlisted for the police in China will serve under an agreement, the terms of which will be settled by the Government of India in communication with the Colonial and municipal authorities concerned. Copies of the conditions of service in the Hongkong, Shanghae, and Tien-tsin police will be furnished to Recruiting Staff Officers in due course for the information of candidates desirous of such employment.

4. The period of service of the men will, in every case, terminate in India. On the expiry of their term of service in, or on discharge or dismissal from, the Colonial or Municipal Police, they will be sent back to India in every case for disposal.
